The Office of Postsecondary Education announced a new law enacted in March 2024 regarding in-state tuition and Title IV eligibility for citizens of the Freely Associated States (FAS). The law prohibits public institutions of higher education participating in Title IV programs from charging FAS citizens more than the in-state tuition rate. Effective on July 1, 2024, this applies to citizens of the Federated States of Micronesia (FSM), the Republic of the Marshall Islands (RMI), and the Republic of Palau. Additionally, the law clarifies eligibility for Title IV programs, including Pell Grants, Federal Work-Study, and Federal Supplemental Educational Opportunity Grants for FAS citizens. It also ensures that institutions in FAS can participate in these programs.
