Yap Governor Chieng Delivers State of the State: Transforming Challenges into Opportunities for a Thriving FutureTuesday, January 23, 2024//DYCA



Colonia, Yap – On January 15, 2024, Governor Charles Chieng delivered the State of the State Address at the Yap State Legislature chamber, focusing on Yap’s social health, economy, development, and challenges. He expressed gratitude to those who contributed to the government’s efforts in 2023, acknowledging foreign dignitaries such as the U.S. Ambassador to the FSM, Japanese and Australian diplomats, including Admiral Akaliño of INDOPACOM, other military dignitaries, and FSM President Simina for pledging a $20 million contribution to the state of Yap.


Governor Chieng highlighted key events in 2023, including technological advancements, legislative passage of major Bills signed into Law, and the initiation of live cabinet meetings. He discussed transportation services to outer islands and emphasized the administration’s commitment to addressing the essential needs of the people.


The Governor disclosed Yap State’s revenue distribution and urged collaboration between government and private sectors to achieve financial balance. He recommended transparency in revenue dispersing to strive for 100% internal revenue by 2026.


Governor Chieng provided updates on infrastructure projects, financial systems, and the delayed progress with private contractors. He emphasized the importance of maintaining the existing system and exploring a replacement approach.


The Infrastructure Development Project featured 40 projects, with ongoing priorities such as the Ganir Bridge and Northern Road among others. The National and State Infrastructure Development Conference in September 2023 contributed to the Yap State Annual Infrastructure Plan for Compact 3 Funds.


Governor Chieng discussed collaborations with the U.S. military, addressing runway extension, dock expansion, and safety concerns. He recommended the FSM National Government take the lead in setting up a working group of Nation and State representatives address land matters related to military involvement. Challenges faced by Yap State included the COFA Treaty and changes to the Arngel Division Formula. Governor Chieng advocated for Yap State representatives of CFSM to work closely with the Yap State government, to synchronize infrastructure project developments in support of a State Master Plan for efficient implementation under fiscal constraints.


In Governor Chieng’s conclusion, he thanked the leadership of Yap and emphasized the priorities of solidarity and keeping the State of Yap first.
