Yap State 11th Legislature’s Second Regular Session Update: Key Discussions and Decisions   Friday, July 05, 2024// DYCA PIO

Colonia, Yap—On July 5, 2024, the Yap State 11th Legislature convened the 20th regular session to discuss several key issues and legislative proposals. Despite making a motion to adopt and move all journals, the action was deferred. Among the highlights of the session was the introduction of Bill No. 11-85, which proposed increasing salaries for positions in the Office of the Attorney General.


Two standing committee reports, No. 11-99 and No. 11-100, were moved for adoption in the next session. The Legislature also amended and moved Bill No. 11-83 Draft 1 to a final draft for a second reading, while Bill No. 11-85 did not pass during the voting process.


Additionally, Resolution No. 11-78, which aimed to confirm Vitus Foneg as the Director of the Office of Administrative Services, failed with three senators voting "YES" and four voting "NO." Similarly, Resolution No. 11-79, intended to confirm Benedict Rikin as the Director of Resources and Development, did not pass, with four senators voting "YES" and three voting "NO."


The session featured in-depth discussions on various critical issues, including the need for salary adjustments to retain and attract essential government employees, especially in the Attorney General’s office. Other concerns raised included legal violations, speeding, timely budget submissions, fulfillment of governmental promises, review of resource and development laws, due process considerations, and proposals for improving government operations.
