Yap, FSM – The Eleventh Legislature of the State of Yap convened its 36th session during the Second Regular Session of 2024 yesterday, October 7th, at 10:00 AM. Key agenda items discussed were messages from the Governor, other branches of the Yap State Government, and the National Government. As well as the introduction of a bill, resolution, standing committee reports, and the bill calendar.
The Legislature moved to adopt journals from previous sessions, including those from September 25, 26, 27, and 30, 2024, pending final motions.
The governor’s notable communications messages included:
Gov. Comm. No. 11-283, which transmitted the JEMCO resolution on the FSM FY2025 Annual Implementation Plan (AIP) for legislative consideration.
Gov. Comm. No. 11-284, nominating Mr. Santiago S. Palemai to serve on the Board of Directors for the Yap Fishing Authority.
Gov. Comm. No. 11-285, several newly signed bills were also presented, including:
Yap State Law No. 11-80, appropriating $10,556,158 from the Yap State FY2025 budget for government operations and projects.
Yap State Law No. 11-81, appropriating $181,713 from the Infrastructure Maintenance Fund for government repair and improvement projects in FY2025.
Yap State Law No. 11-82, appropriating $111,815.65 from the Special Revenue Fund for U.S. Federal grant funds to support government operations and programs.
Additional communications included confirmation that bills related to funding, infrastructure maintenance, and health services, such as the HIV/TB and Tobacco Programs, were not disapproved by the Council of Pilung or the Council of Tamol.
The session also introduced several new bills, including Bill No. 11-105, seeking to amend Yap State Law No. 11-80 and appropriate an additional $23,899 from the General Fund to support the FY2025 state budget. This bill was introduced by Pius Talimeisei and assigned to the calendar for review.
In addition, Resolution No. 11-91, confirming Santiago S. Palemai as a member of the Board of Directors of the Yap Fishing Authority, was introduced by request and assigned to the RED Committee.
