Yap State Legislature Public Hearing Regarding FY25 Proposed Budget Reviewal: EPA

Yap, FSM – The Committee of Finance of the 11th Legislature of the State of Yap held a public hearing on Yap State’s 2025 Fiscal Year Comprehensive Budget yesterday, August 26, 2024, at the Legislature Chamber. The hearing was pertaining to Gov. Comm. No. 11-249 regarding FY2025 Proposed Budget for the Yap State Government for the Environmental Protection Agency(EPA) at 10am. The hearing, which included Chairman Pius, Speaker Figirlaarwon, the Vice Speaker Rutun, legislative staff, Chief of Procurement from OAS, and EPA Acting-Director Jordan Mautaman, focused on evaluating the proposed budget and addressing key concerns and clarifications.


The discussion focused on several critical aspects of the proposed budget, including personnel, travel, contractor services, and consumer goods. The proposed budget for FY2025 includes an increase in travel expenditures to enhance water quality testing and expand pesticide application training. This adjustment aims to improve environmental monitoring efforts and address previous shortfalls in travel funding. Additionally, the budget proposes an $800 increase in contractor services to expand the chemical storage facilities, addressing the current capacity issues and ensuring better management of hazardous materials.


A significant portion of the discussion was dedicated to confirming the recent salary adjustments approved by the legislature, effective June 14. The committee also reviewed the allocation for consumer goods, including a request for two new desktop computers. In light of recent increases in compact funds aimed at climate change, the Finance Committee emphasized the need for the EPA to integrate environmental priorities into future budget proposals, particularly for FY2026.
