Yap, FSM – The Committee of Finance of the 11th Legislature of the State of Yap held a public hearing on Yap State’s 2025 Fiscal Year Comprehensive Budget last week, July 18th, 2024, at the Legislature Chamber. The hearing was pertaining to Gov. Comm. No. 11-249 regarding FY2025 Proposed Budget for the Yap State Government for the Department of Youth and Civic Affairs(DYCA) at 1pm, excluding Historic Preservation Office and Election Office, whose budgets are still under review. Attendees included Honorable Speaker Nicholas Figirlaarwon, Chairman Pius Talimeisei and Vice Chairwoman Ann-Marie Laamar of Finance Committee, Chairman Victor Bamog and Vice Chairman Gabriel Ramoloilug of Government, Health, and Welfare (GHW) Committee, Floor Leader Terrence Fong, Chief of Budget Maragret Ruerang from OPB, and legislative staff. Representatives for DYCA consisted of Director Alex Gilifley, Chief of Youth John W.Fillmed, Chief of Media Eijan Ruwetmag, Chief of HPO Jeffrey Marbey, Election Commissioner Christopher Buchun, AO Patricia Gureb, and other departmental staff.
For DYCA, the initial budget proposal of $1,050,661, including Historic Preservation Office and Election Office, was reduced by the EBRC to $590,604. Discussions highlighted discrepancies between proposed and actual received salaries, with clarifications sought on current salaries and the qualifications required for higher salaries. The Finance Committee emphasized the need to include external funds in the budget, such as those from SPC and DYCA personnel, and to account for the recent minimum wage law and salary adjustments. The committee also highlighted the importance of aligning proposed salaries with current approved amounts and working closely with personnel to ensure accuracy in salary increases and decreases. The Finance Committee seeks more information about various programs, including the On the Job Training(OJT) program and the Rising Star Dropout program, seeking clarification on their implementation and purpose. The administration and fixed assets were also discussed, with particular focus on the use of vehicles, proper funding, and maintenance. Finally, discussions included the Media Utility Bill, with GHW and the Finance Committee proposes suggestions in coordination to complete the upstairs design by OPB and seek additional funds through IPIC. Energy efficiency measures, such as installing solar panels, were also considered.
The Legislature will continue to refine the budget to ensure it meets the needs and priorities of the State of Yap while maintaining fiscal responsibility.
