Legislative Spotlight: Yap's Finance Committee Holds Hearings on Key Appropriation Requests // Friday, May 17, 2024 // DYCA PIO

Colonia, Yap – Last week, the Finance Committee of the 11th Legislature of the State of Yap had scheduled three public hearings to be held at the Legislative Chamber regarding Gov. Comm. No. 11-231, pertaining requests which need Legislature appropriation under the General Funds. The requests focused on the Yap Scholarship program, Yap Delegation to the 13th Pacific Festival of Arts in Hawaii, and the United States Veteran of Yap Association. Attendees present were Governor Charles Chieng, Speaker Nicholas Figirlaarwon, EBRC Chairman Lt. Francis Itimai, Senator Ann-Marie Laamar, Senator Victor Bamog, Senator John Mafel, Senator Pius Talimeisei, Senator John Masiwemai, OAS Chief of Finance Irene Laabrug, and OPB Chief of Budget Margaret Beengin. 


At 10 am, the representatives from the Department of Resources and Development including Deputy Director Alexander YowBlaw and Yap State Scholarship Coordinator Daphane Lasudep, discuss the Yap Scholarship program request for $150,000 to source out under the General Funds for the upcoming semester award at 10 am.


By 10:30 am, the Department of Youth and Civic Affairs(DYCA) Director Alex Gilfiley, HPO Chief Jeffery Marbey, and a few DYCA team members were present to discuss the request for $121,647.50 to be sourced out under Local Revenue to cover the group’s special airfare, stipend, and departure fees.


The last hearing was with the United States Veterans of Yap Association(VYA), led by First Sergeant Retiree and President of VYA Mercedes L. Libian, accompanied by a few other former military veterans, on the discussion in the request for $5,000 to be sourced out under Local Revenue for a Memorial Day event that the association is planning to host for the first time in the State of Yap.
