State of Yap Representatives Attend 2024 FSM-US JCM in Guam

Guam – The State of Yap was represented by TH Lt. Governor Francis Itimai, Director Alex Gilfiley of the Department of Youth and Civic Affairs(DYCA), Acting Attorney General(AG) Quintina Letawerpiy, and Acting Director Dominic Taruwemai at the 2024 Federated States of Micronesia-United States of America Joint Committee Meeting(JCM) held in Guam on May 1st and 2nd. Joining them were representatives from the FSM National delegation, the FSM Congress, and the three other FSM states – Chuuk, Pohnpei, and Kosrae – as well as the US Core Delegation and other US Staff.


The opening day meeting on May 1st delved into discussions surrounding COFA(Country of Free Association) Title III, the defense site working groups. It provided an overview of the JCM’s goals and the 2023 security and defense review. Additionally, updates were provided on the review of current JCM action items, FSM security concerns, and theater security overview.


The subsequent day, May 2nd, focused on law enforcement and maritime security, with discussions covering topics such as the Defense Security Cooperation Agency(DSCA) overview, training and equipment support to FSM, recent activities, and the Defence Institute of International Agency(DILS), and updates on FSM maritime affairs. Additionally, dialogues centered on the briefing on National Geospatial-Intelligence Agency(NGA) Maritime safety, the LOE4 environmental security program, Pacific Security briefings by the CIA, Investigative and outreach programs like PILEC by the FBI, and the leader’s endorsement of 2024 JCM action items.
