Colonia, Yap - The Yap State 11th Legislature Finance Committee held a public hearing with the Department of Education (DOE) on the DOE budget proposal for Fiscal Year 2025 at 1:00 PM. The Department of Education presented its proposed budget for the fiscal year 2025 during a public hearing held on July 10, 2024. Addressing Gov. Comm. No. 11-249, the session, provided a comprehensive review of the DOE’s financial plans under the new compact funding arrangement. The DOE's proposed budget for FY2025 totals $14,896,240.00, with necessary adjustments to align with the allocated share for Yap State, requiring a reduction of $297,925.00. This budget marks the beginning of a new compact funding cycle, introducing significant changes and challenges in the budget process. The DOE aims to streamline and improve the budget preparation process to adapt to the new funding framework.
The hearing was attended by key DOE staff, including Budget Coordinator Callistus Hachibmai, Mr. Charles Yalaarow, the School Administrator for Wa'ab, and Romanes Yarofaichie (Neighboring Island’s School Administrator), along with Catherine (Personnel) and Arlene (Budget Office). It provided a platform for clarifying budgetary allocations and addressing confusion regarding the new compact funding. The DOE emphasized the importance of a clear understanding and effective management of the budget to support educational initiatives across Yap State. The committee, led by the Vice Speaker Theodore Rutun, and Vice Chairman of the Committee of Finance, along with staff members, legal counsel and budget officers, reviewed the budget. Representatives from the Office of Administrative Services (OAS) and the Office of Planning and Budget (OPB) provided additional support and insights.
The DOE and the committee discussed necessary adjustments to eliminate the budget overage and ensure efficient use of allocated funds. Emphasis was placed on filling vacant positions and optimizing resource allocation to enhance operational efficiency. The DOE remains committed to providing quality education and improving the budget process to better serve the students and schools of Yap State.
