Yap, FSM – Yesterday, August 27, 2024, the Finance Committee of the Yap State 11th Legislature held a public hearing to review and discuss the proposed budget for the Yap State Election at the Department of Youth & Civic Affairs (DYCA) for Fiscal Year 2025. The hearing, held at the legislative chamber, featured key attendees including Speaker Nicholas Figirlaarwon, Vice Speaker Theodore Rutun, Finance Committee Chairman Pius Talimeisei, Government, Health, & Welfare Chairman Victor Bamog, Vice Chairman Gabriel Ramoloilug, Floor Leader Terrence Fong, DYCA Director Alex Gilfiley, Election Analyst Jovita Torwan, Chief of Procurement & Supply Patricia S. Ruecho, and Personnel Representative Gwendolyn Pin, along with DYCA team members and legislative staff.
The discussions centered on several aspects of the proposed budget. The proposed budget of $64,667 saw adjustments as the EBRC recommended a figure of $62,314, with the final approved budget set at $47,731. Key topics included the impact of new positions and their associated pay levels, which Director Gilfiley clarified. The committee also sought further details on the database software installation for voter registration. It addressed reviews regarding a $2,500 request for a computer, following a similar proposal from the previous year.
This review was essential to ensure that the budget aligns with the needs of the Yap State Election and supports the electoral process, while also managing budget limits and using resources effectively.
