Yap State Legislature Holds 20th Session Day 2nd Regular Session July 02, 2024///DYCA PIO

Colonia, Yap— On July 2, 2024, at 1:00 PM  the Yap State 11th Legislature held a public hearing regarding multiple communications from the governor and other branches of the state, the introduction and passing of bills and resolutions,  as well as reports and updates from the committees.


The attendees included the Honorable Speaker Nicholas Figirlaarwon, Vice Speaker Theodore Rutun, Chairman of Committee on Finance Pius Talimeisei, Vice Chairman of Committee on Finance Ann-Marie Laamar, Chairman of Committee on Health & Welfare Victor Bamog, Vice Chairman of Committee on Health & Welfare Gabriel Ramoloilug, the Chairman of Committee on Resources, Education & Development John Mafel, Vice Chairman of Committee on Resources, Education & Development Liyon Sulog, Chief Clerk: Mrs. Dee N. N. Libian and the Legislative Counsel Ms. Genevieve M. Mangefel. 


The Governor's and other branches communications are as follows:

  • Gov. Comm. No. 11-241: A copied letter from the Governor addressed to FSM Secretary Rose Nakanaga, requesting to withdraw one million from its investment account with Wilshire to pay for government operations in this fiscal year 2024. 


  • Gov. Comm. No. 11-242: From the Governor, “Requesting a restoration of the salary status of the Assistant Attorneys at the Yap State Office of the Attorney General”. 


  • Gov. Comm. No. 11-243: Governor’s Nomination of Mr. Vitus Foneg for the Directorship of the Office of Administrative Services. 


  • Gov. Comm. No. 11-244: Governor’s Nomination of Mr. Rikin for the Directorship of the Departments of Resources & Development. 


  • Gov. Comm. No. 11-245: Transmitting from the Governor the following bills that have become law. Bill No. 11-81, D1 as Yap State Law No. 11-68, entitled, AN ACT, To appropriate the sum of $375,803 from the Treasury of the State of Yap for the purpose of providing funding for government programs and projects during Fiscal Year 2024, and for other purposes. And Bill No. 11-82 as Yap State Law No. 11-69, entitled, AN ACT, To further amend Yap State Law No. 11-20 by further amending the Title and Section 1 for the purpose of appropriating the additional sum of $37,591 from the General Fund of the State of Yap for the purpose of providing further funding to fund the Yap State Fiscal Year 2024 annual budget under local revenues for government operations, programs and projects, and for other purposes. 


  • Gov. Comm. No. 11-246: Regarding U.S. Federal Grants for Legislature Appropriation and Extension. 


  • Gov. Comm. No. 11-247: Governor’s Nomination of Mr. Giltug to serve as a member on the Board of Yap Fishing Authority.


  • Gov. Comm. No. 11-248: A follow-up letter from the Governor regarding the request for the Attorneys Base Salary at the Office of the Attorney General. 


  • Other Branches Comm. No 11-73:Comments from the Council of Pilung informing the Speaker that Bill No. 11-82, will not be disapproved by the Council.


  • Other Branches Comm. No 11-73:Comments from the Council of Tamol informing the Speaker that Bill No. 11-82, will not be disapproved by the Council. 


 The Bill and resolutions introduced included: 

  • Bill No. 11-84: A BILL FOR AN ACT, To appropriate the sum of $948,561.98 from the Special Revenue Fund of the State of Yap for the purpose of appropriating U.S. Federal grant funds awarded for Departments of Education and Health Services programs during Fiscal Year  2024, and for other purposes. 


  • Resolution No. 11-78: A RESOLUTION, Confirming Vitus Foneg as Director of the Office of the Administrative Services. 


  • Resolution No. 11-78: A RESOLUTION, Confirming Joe C. Giltug to serve as a member on the Board of Directors of the Yap Fishing Authority.  


  • Resolution No. 11-78: A RESOLUTION, Confirming Benedict Rikin as Director of the Department of Resources and Development. 


The adopted Reports of Standing Committees were:

  • Standing Comm. Report No. 11-92: the Committee on Finance recommending passage of Bill No. 11-83 on the first and second reading in the form attached hereto as Bill No. 11-83, D1. 


  • Standing Comm. Report No. 11-93: the Committee on Finance recommending passage of Bill No. 11-84 on the first and second reading in the form attached hereto as Bill No. 11-84, D1. 


Lastly, the Bill Calendar that were passed for first reading included:

  • Bill No. 11-83, D1: For First Reading, A BILL FOR AN ACT, To amend Yap State Law No. 11-16, by amending Subsection (2) of Section 1 thereof for the purpose of re-appropriating the remaining balance of $610, 288.21 and by changing the lapse date of funds appropriated therein, and for other purposes. 


  • Bill No. 11-84, D1: For First Reading, A BILL FOR AN ACT, To appropriate the sum of $948,561.98 from the Special Revenue Fund of the State of Yap for the purpose of appropriating U.S. Federal grant funds awarded for Departments of Education and Health Services programs during Fiscal Year 2024, and for other purposes. 


The session concluded with Miscellaneous Communication No. 11-60: Transmitting the results of the May 31, 2024, Special Election from the Election Commissioner.
